     The Administrative Service is one of the three major services of the NATIONAL CENTER FOR MENTAL HEALTH (Medical, Nursing, Administrative).  It is the implementing arm of the administration in matters pertaining to establish policies, programs and projects.  It takes charge of the hospital financial operations ( budget and accounting), supplies and properties (Supply) use of vehicles, maintenance, repair and rehabilitation of hospital facilities, cleanliness of the hospital and maintenance of peace and order.  While some of these things may not directly concern the patients, their proper implementation is such needed in the early treatment of mental Illness.

    The Administrative Service is basically tasked to provide logistic and support to all services (Medical, Nursing and Administrative) ensuring that better working condition is available to all health workers in the hospital.  By promoting harmony and cooperation in all branches of services, sections, and units, the institution will be able to render quality mental health services to the public.  Thus, NCMH is able to realize its mission-vision.

SECTIONS/UNITS/OFFICES:

 

OFFICE OF THE CHIEF, ADMINISTRATIVE SERVICES  

acts as an extension of the Office of the Medical Center Chief, renders support in performing official duties and functions and delivering quality service to employees and patients alike.

 

ACCOUNTING SECTION

takes charge in consolidating, analyzing and processing of all financial data, information and transactions of the hospital. (Mrs, Cora Solis, loc. 443)

 

BILLING UNIT

computes patient's bill, maintains ledger of patients and sends collection letters and hospital bills. (Mr. Arthur Salcedo, loc. 338)

 

BUDGET SECTION 

is responsible for the preparation, authorization, execution and accountability of hospital budget.  (Mrs. Lucy Trovela, loc. 230)

CASHIER SECTION 

takes charge in disbursement of cash, payment of salaries of employees and encashment of checks.  (Mr. Dominador del Mundo, loc. 208)

 

COLLECTING UNIT 

accepts payments for patient and non-patient related income and maintains daily report of collection.  (Mr. Benjamin Avanceņa, loc. 340)

 

DIETARY SECTION 

assesses nutritional needs of patients, procures food items needed daily, prepares and distributes food within an established production system.  (Mrs. Zenaida Flores, loc. 226)

 

ENGINEERING SECTION

provides effective operation maintenance and upkeep of plant and all facilities.  (Engr. Jovita Jimenez, loc. 211/205)

 

LEGAL SECTION

  investigates, conducts, prosecutes and resolves all administrative cases referred and lodged within its office.  (Atty. Nicanor Alvarez, loc. 231)

 

LINEN SECTION 

estimates cloth needed for patient's uniform and sews linen for stock and circulation.  (Mrs. Linda Espinosa, loc. 228)

 

PERSONNEL SECTION

enforces laws governing the selection, recruitment, promotion, training and discipline of employees. (Mrs. Lourdes Sare, loc. 212/224/225)

 

PHARMACY SECTION

  responsible for requisition, preservation, storage and dispensation of drugs and medicines. (Mrs. Belma Cruz, loc. 298)

 

PROPERTY AND SUPPLY SECTION

takes charge of acquisition, procurement, repair, issuance, inventory and disposal of all hospital properties, equipments, supplies and materials. (Mr. Osmundo Ureta, loc. 239/240/241/242)

 

RECORDS SECTION

ensures adequate and accurate processing, analysis, maintenance, safekeeping and disposal of all records. (Mrs. Lourdes Palapal, loc. 297/247)

 

SECURITY SERVICE 

enforces, safeguards life and properties and maintains peace and order of the hospital.  (Mr. Enrique Mariano, loc. 246

 

SOCIAL SERVICE 

coordinates with community resources to ensure welfare of patients.  (Mrs. Teresita Mendoza, loc. 248)

 

TRANSPORT SECTION

ensures proper maintenance and use of hospital vehicles.     (Engr. Jose Morcilla, loc. 243/244)
